The Vendor is required to provide professional marketing and communications services to help modernize and strengthen the agency’s public image.
- Project will include a full rebranding of the department and the development of a series of public service announcements (PSAs) designed to educate and protect consumers throughout the state.
- Objectives:
• Create a unified and professional agency brand identity that reflects the agency’s values and mission.
• Design and produce high-quality PSAs for television, radio, and digital platforms.
• Increase public awareness about agency services and consumer protection efforts.
• Promote compliance with state licensing and consumer protection laws.
- Brand Development
• Conduct a brand audit and meet with department stakeholders to understand how the public currently views the department.
• Develop a refreshed visual identity, including a new logo, color palette, fonts, and templates for use across print and digital media.
• Design updated branding materials such as stationery, signage, and social media assets.
• Provide a comprehensive brand implementation and communication strategy to guide consistent use of the new identity.
- Public Service Announcements (PSAs)
• Create concepts, scripts, and storyboardsfor a series of engaging PSAs that inform and empower consumers.
• Produce and edit video, radio, and digital versions of each PSA for use across multiple platforms.
• Cover a variety of consumer topics, including but not limited to:
• The importance of hiring only licensed contractors.
• Legal requirements for obtaining a business license before operating in the Virgin Islands.
• Licensing obligations for short-term rental hosts (including Airbnb operators).
• Consumer rights and protections against deceptive or unfair trade practices.
• Requirements for businesses to offer at least two forms of payment.
• Clarity around tips, gratuities, and card surcharges.
• Other timely consumer issues identified by department during the project.
