AI Video Creation Services

The Vendor is required to provide services for a cloud-based Software-as-a-Service (SaaS) AI video creation platform to support organizational training, employee communications, and airport-wide content development.
- The platform must provide secure, scalable, user-friendly tools that allow non-technical instructional designers to produce high-quality videos using digital avatars, text-to-speech, and automated video creation features.
- Provide custom video production, managed content production services, or bespoke software development services.
- This service must include AI- generated proprietary avatars, text-to-speech content creations, agency brand-compliant visuals, multimedia editing, collaboration and workflow tools, and knowledge-check integration.
- Platform must include a comprehensive set of capabilities to support efficient, high-quality content development.
- must include a text-to-speech functionality with high linguistic accuracy; image recommendations based on text input; and the ability to import PowerPoint slides and automatically generate video content.
- Must support the creation of customized knowledge checks, both scored and nonscored, and allow for full agency branding, including logos, fonts, and color palettes.
- Robust collaboration features are required to enable multi-user editing, review, and approval workflows, along with the ability to implement revisions easily without the need to re-film or reproduce assets.
- The platform must offer a minimum of 20 professional, corporate-ready avatar options and at least 20 natural-sounding voice options, along with AI-generated background creation capabilities, audio emotion or style selection, lip sync or enhanced synchronization tools, and the ability to include multiple avatars within a single scene.
- All videos, scripts, avatars (where customizable), training materials, prompts, templates, and other outputs generated using the platform under this Agreement shall be the sole property of the Airport.
- The Airport shall retain full rights to use, reproduce, modify, and distribute all generated content for internal purposes without restriction. Unless otherwise stated, Contractor shall not retain ownership rights to Airport-generated content or derivative works created within the platform.
- All images and videos generated using the platform must include appropriate attribution to the generative AI system used, in accordance with applicable policies and guidelines.
- The use of generative AI-generated code must also be documented in any product documentation provided to users, developers, or stakeholders.
- This documentation should include details about the generative AI system's role in the development of the software, the nature of its contributions, the version or configuration of the generative AI system used, and the rationale for its use in critical functions.
- The platform must also include robust user permission controls and administrative oversight features to support effective governance.
- This includes the ability to define and manage role based access, control content creation and editing privileges, and monitor user activity.
