Utilities Strategic Communications Support and Advisory Services

Vendors to provide ongoing strategic communications, messaging development, and related advisory services.
- The consultant shall help the City determine how complex information should be framed and sequenced and how messages should be adapted for different audiences and communication channels. Services may include communications planning, message architecture, campaign concepts, key messages, talking points, FAQs, stakeholder communication strategies, public meeting preparation, draft copy, and other strategic recommendations.
- The consultant shall coordinate closely with the City’s communications team. City staff will retain responsibility for policy direction, technical validation, approvals, direct management of City communication channels, graphic design, branding, layout, and final production of visual materials. The consultant’s services will be delivered as ongoing support throughout the term of the agreement rather than through individual as-needed task assignments.
