The vendor is required to provide that comprehensive planning transit study service aligning with modern transportation needs, ensuring operational efficiency, enhancing accessibility, and safety.
- The successful respondent will be responsible for the following services:
• ADA transit services
o evaluation of existing ADA services: Conduct a comprehensive review of current ADA transit services, identify improvement areas, and ensure compliance with federal and state accessibility standards.
o Recommendations for service enhancements: propose service improvements, including adjustments to routes, vehicles, and scheduling to better service individuals with disabilities, ensuring equity in transit services.
• Public transit bus services
o Service and route analysis: conduct a review of bus routes, schedules, operational costs, and fleet management to identify areas of inefficiency or gaps in coverage to better service community needs.
o Technology integration: explore opportunities for technology-driven improvements, such as tracking for fixed routes and mobile ticketing, to improve service reliability and user experience.
o Evaluate bus fleet modernization needs, including environmental sustainability and electrification options.
• Ferry boat transportation
o Operational efficiency assessment: conduct an in-depth analysis of the ferry boat transportation system, including routes, terms of capacity, schedules, and integration with other transit systems.
o Intermodal connectivity: provide recommendations for integrating ferry services with public buses, micro-transit, and other modes of transportation to enhance overall mobility.
o Review safety standards, maintenance requirements, and operational costs.
oIdentify opportunities for improvement or expansion of the ferry service.
• Traffic lights control systems
o System review and upgrade plan: analyze the current traffic light control systems and propose updates that would integrate with public transit systems to improve coordination and safety at key intersections.
o Real-time communication: evaluate the potential for real-time communication between traffic signals and transit vehicles to reduce delays and enhance service efficiency.
o The traffic light control systems within the transit corridors, focusing on traffic flow and its impact on transit efficiency
• Transit station feasibility study
o Site selection: Analyze potential locations for a new transit station, considering factors such as population density, projected growth, connectivity, proximity to major routes, and environmental impact.
o Multimodal integration: Evaluate the station’s ability to serve as a central hub connecting buses, ferries, micro-transit and ADA services, and micro at the proposed station to enhance overall mobility
o Financial feasibility: conduct cost-benefit analysis for construction, operational costs, and potential department grants opportunities, including long-term maintenance requirements.
• Micro transit feasibility study
o Service demand analysis: conduct data-driven analysis of demand for micro transit services, considering demographics, commuter patterns, and underserved areas.
o Technology integration: evaluate technologies, such as mobile apps, automated dispatch systems, and tracking, to enhance customer experience, improve service reliability, and allow for flexible, on-demand service delivery.
o ADA compliance: ensure that the proposed micro-transit service aligns with ADA regulations, ensuring that vehicles, routes, and service delivery are accessible to all.
• Stakeholders & community engagement
o Stakeholders’ consultation: engage with public officials, transit operators, community groups, and ADA advocacy groups to gather input and feedback on current challenges, needs, and areas for improvement.
o Public engagement: conduct public outreach to ensure community voices are represented in the study, with a focus on ensuring the inclusivity of disabled and low-income residents.
