The vendor is required to provide comprehensive fee study and recommendations for the plan and land use fee rates.
- Provide professional services to analyze all the associated costs (direct, indirect, expenses, etc.) of each individual service provided by department for the development services that are either the existing or new services.
- A new comprehensive fee study examining the costs of providing existing and new services to modify or establish the reasonable fee rates for each development service.
- The consultant selected should provide effective project management for all tasks and aspects of the project over the contract period, to include planning, executing, monitoring, and controlling costs, and providing department staff timely updates of issues.
- The consultant, with expertise in fee study, shall conduct the cost analysis and recommend the reasonable user fee rates to recover the costs for the processing services.
- Provide a survey to compare the user fee rates for the similar services from other municipalities that are comparable with the city.
- Make recommendations based on consultant’s expertise regarding methods of cost recovery, fee calculation, and fee collection for case management services, as well as potential problems and benefits.
- A digital slide presentation containing key information, tables, and materials necessary to discuss the study;
- One electronic copy of the comprehensive user fee study, including related schedules and cost documentation in excel format so that it can be updated and/or edited by city staff.
