The vendor is required to provide a comprehensive classification and compensation study services.
- Conduct a comprehensive benchmark market analysis of all city positions with comparable (regional) jurisdictions, institutions of higher education, and applicable private/public sector competitors.
- Identify potential pay compression issues and provide potential solutions.
- Review existing positions and develop job descriptions to ensure current and accurate fair labor standards act (FLSA) exemption status, essential functions, minimum qualifications for education and experience, required knowledge, skills, and abilities, special requirements, and physical and environmental conditions.
- Analyze and recommend changes to the present compensation structure to meet market analysis; this recommendation may include recommendations for individual positions as well.
- Review all background materials including, but not limited to, existing salary scale, organizational charts, classification specifications, etc.
- Perform a pay compression analysis of all city positions.
- Provide a detailed proposal for recommended changes.
- Assist in the development of a strategy for implementing the compensation recommendations and plan.
- Provide instructional information to allow city staff to conduct individual salary audits and adjustments consistent with the survey methods until the next formal study is conducted.
- Conduct a financial analysis of recommended changes.
- Survey each job class to determine a definition of the job class, essential functions, education requirements, experience, knowledge, skills, and abilities.
- Evaluate salary compression and provide recommendations for addressing it.
- Recommend appropriate salary range for each existing or proposed position based on the classification plan, the compensation survey results, and internal relationships and equity.
- Develop a strategy to increase current employees pay to a competitive level that aligns with the results of the compensation study.
- Perform cost analysis/financial impact analysis of implementing the proposed changes as well as proposed implementation schedule.
- Consultant to provide system documentation and computer formats/software to administer compensation plan.
- Consultant to provide recommendations for the ongoing internal administration and maintenance of the proposed compensation plan.
- Maintenance should include annual activities such as market survey
- Consultant to conduct a compression analysis to include any recommendations for implementation.
- Consultant to identify any extreme current individual or group compensation inequities and to provide a recommended corrective action plan and process to remedy these situations.
