The vendor is required to provide assessment of deferred compensation plan services for include:
1. Perform a comprehensive assessment of deferred compensation offerings currently used by the district, produce an evaluation based on participants, funds, flows, restrictions, and administration fees improvement and make recommendations to be communicated to the district’s designated representatives.
• Conduct a market to determine what value can be garnered by consolidation of plans under a single record keeper administrator.
• Demonstrate the scale of the opportunity to save plan sponsor and participant costs and fees.
• Identify additional available record keeper administrator resources for plan sponsors and participants and offer enhanced investment options.
• Demonstrate a future state more aligned with the districts’ culture, community, and goals.
2. The consultant shall perform related tasks as needed. (optional)
• prepare, disseminate, and analyze bid packages in accordance with district specifications and regulatory requirements.
• Create the shared data set and information for proposers
• Facilitate one-on-one proposer meetings with the district to answer questions
• Coordinate, calendar, and moderate the interviews
• Serve as a non-voting technical member during the review and scoring of responses
3. The contractor shall design, communicate and implement a transition strategy and plan to migrate current plans for district approval.
• Facilitate establishment of new plan documents
• Coordinate and assist in the development of various employee and retiree communication materials to communicate changes and participate in employee information meetings
• Facilitate transition of participants to new plan
• Oversee weekly plan conversion calls with rancho water and the record keeper
4. Annual consulting services
• Monitor ongoing contracts, including third party administrators, to ensure contract compliance.
• Lead formation of plan governance and district deferred compensation oversight committee.
• Lead quarterly advocacy, monitoring, and review, meeting with committee members.
• Provide technical assistance for ad hoc requests and committees.
• Pro-actively communicate pending changes in federal or state regulations, or other matters, that may impact the districts’ employee benefit plans and recommend procedures and policies the district should implement within 10 business days of discovery.
• Provide other services as requested by the district for which you have the technical capability and capacity to render, within a mutually agreed deadline.
• Provide research and responses to technical questions posed by district human resources staff, within mutually agreed deadlines.
• The expectation is that most requests are fulfilled within a 72- hour period, unless otherwise agreed upon
• Respond to all district telephone or email enquiries within one business day and assist with claims and administrative issue resolution.
