The vendor is required to provide of supplying all labor, material, equipment and supervision necessary to perform annual waste composition audits for the city.
• Collect, accurate residential and non-residential waste composition and characterization data in city
• Provide data analysis to determine potential recovery rates; and
• Identify opportunities for enhanced educational initiatives.
- The following collection, diversion and disposal programs and opportunities;
• Weekly collection of green cart organics and blue box recyclables at low-density homes.
• Every other week collection of garbage (up to two bags) and unlimited leaf and yard trimmings at low-density homes.
• Special collection of garbage for medical needs, children's disposable diapers, and pet waste.
• Collection of large furniture, appliances, and electronics within three days of request.
• Containerized collection of garbage, recycling and organics at high-density buildings by agreement and for a fee.
• Roadside collection of garbage, blue box recycling, green cart organics and leaf and yard trimmings at high-density buildings by agreement and for a fee.
• Limited collection of garbage, recycling, and organics at small non-residential places by application and for a fee.
• Collection of recycling and organics for special events.
• Collection of recycling and organics from municipal facilities.
• Collection of garbage and recycling in roadside litter containers.
• Collection of roadside litter from major and secondary roads.
• Collection of garbage, recycling, leaf and yard trimmings, and large items at 13 drop-off depots for select low-density homes instead of roadside collection.
• Collection of garbage and recycling in city.
• Diversion of blue box recyclables, green cart organics, leaf & yard trimmings, scrap metal and white goods, concrete waste and brick, sod, clean and non-treated wood, other wood waste, textiles, electronic waste, tires and mattresses.
- Reporting requirements
• An executive summary stating the project objectives and associated outcomes.
• A description of tasks undertaken for the development and implementation of the project.
• The methodologies and procedures used during the auditing process
• Quality assurance and quality control measures used
• A rational for the locations selected being representative of the city
• A rational for the sample selected being representative of the load
• A rational for any deviations from the original project work plan and schedule.
• Potential diversion of material that could have been diverted as part of the city’s existing diversion programs overall as well as for each sector.
• This data should also be extrapolated to demonstrate the potential across the entire city.
• Sector composition of garbage by material type and weight, overall as well as for each sector.
- Responsible for providing all necessary equipment, tools, and safety gear required to conduct the waste composition audits, including but not limited to;
• Work tables on which to sort the waste
• Fencing and barricades
• Tent(s) to shelter personnel from the weather
• Leak proof containers of sufficient volume and in sufficient number for sorting and weighing waste
• Garbage bags
• Shovels, brooms and dustpans
• Calibrated scales
• Personal protective equipment (e.g., puncture-resistant gloves, safety footwear, safety vests,
protective coveralls, ear plugs, safety eyewear, air filter safety masks, etc.)
• Cleaning supplies (e.g., antibacterial wipes, hand sanitizer, etc.)
• First aid kit
• Outdoor toilets and servicing.
