The vendor is required to provide to conduct a comprehensive classification and compensation study for all positions assigned to the management salary grouping employee group within the department, and to provide a comparison of compensation rates among selected agencies.
- Provide a classification and compensation study that includes a whole job analysis, evaluation, and updates to the utilities department’s executive salary schedules commensurate with assigned duties; clearly outlines compensation growth; provides justifiable pay differential between management levels; and maintains currency with relevant labor markets.
- Management classifications, review total compensation, including but not limited to base pay, tuition reimbursement, health insurance (medical, dental, vision), deferred compensation contributions, employee retirement contribution, auto allowance, executive leave, and accrual rates inclusive of all banks compared to labor market data points.
- Management classifications, recommend a salary range with a minimum and maximum pay rate for each identified executive position title by hourly, biweekly, monthly, and annual rate, in compliance with retirement system statutory and regulatory requirements for publicly available pay schedules.
- Recommend appropriate updates to existing executive classifications for current and proposed full-time positions with the department.
- The department may consider creating, adding and/or consolidating executive classifications to appropriately align with the current labor market.
- Review background materials including but not limited to, existing job specifications, organizational charts, budget documentations, salary schedules and resolutions, personnel rules, and memoranda of understanding(s).
- Provide the senior director of administration with a recommended strategy for implementing changes to align with industry classification and compensation standards.
