The vendor is required to provide comprehensive plan, which was most recently adopted on October 17, 2018.
- Comprehensive plan is intended to provide specific strategies to guide future growth, assist with the protection and appropriate use of the county’s resources, and guide the county board of supervisors in making sound decisions relating to land use, public infrastructure, and public services.
- Non-exclusive list of items to be addressed in review and revisions
• The current comprehensive plan is a complete clearinghouse of various data, information, history, and goals and objectives; however, due to changes in the county, the awardee shall be required to conduct such surveys and studies of existing conditions, trends of growth, and the probable future requirements of the county.
• The current comprehensive plan is very technical, and therefore, not always easy for citizens and stakeholders to read or comprehend.
• Guidance documents such as the comprehensive plan should be understandable.
• In light of changes made to state law since the last revision of the comprehensive plan, there may be new topics and elements that need to be addressed.
• The district force main that will serve a major portion of the eastern shore is under construction and will provide new growth opportunities.
• These growth opportunities are currently dependent on the available capacity of district treatment plant.
• The impact of district sewer service facilities should be included in all studies and analyses.
• Planning documents need to be considered and incorporated:
o The county planning district commission completed a regional housing study in 2022.
o The study concludes that eastern shore experiences a lack of housing, ranging from attainable and affordable to market rate units.
o The 2015 joint land use study, which analyzes the impact of the wallops flight facility on county land use objectives.
o The northern county sewer study, which is in process to identify means of addressing sewer needs in the northern portion of the county.
o The board of supervisors’ strategic goals and legislative priorities.
• County profile to other general economic development prospects, especially other commercial aerospace and defense companies.
• The previously mentioned lack of housing is a concern to each prospect that looks at sites in county.
• This is often one of the first quality of life questions that prospects ask about.
• Thus, strategies and action steps for affordable and attainable housing must be included.
• The concept of “placemaking,” a collaborative process for planning, designing and managing public spaces, has become more mainstream as an economic development and quality of life element that must be more visible in the revised comprehensive plan.
