The vendor is required to provide feasibility study public safety services will assess current operations, facilities, staffing, equipment, and future service demands to determine the viability of improvements, expansions, or restructuring.
a. Operational assessment
• Review current staffing levels, shift structures, and deployment models
• Evaluate training programs, certifications, and personnel development
• Analyze mutual aid agreements and inter-agency coordination
b. Facility and equipment review
• Inspect existing fire stations for condition, functionality, and compliance
• Assess apparatus inventory, age, maintenance records, and replacement needs
• Identify gaps in equipment or facility capabilities
c. Service demand and coverage analysis
• Map current service areas and response times using GIS tools
• Analyze historical call data and project future demand
• Evaluate coverage adequacy based on NFPA standards and iso ratings
d. Financial and capital planning
• Review current budget allocations and funding sources
• Estimate costs for recommended improvements or expansions
• Identify potential grants, partnerships, or alternative funding mechanisms
e. Community and stakeholder engagement
• Conduct interviews with department leadership, staff, and city officials
• Facilitate public input sessions or surveys (if requested)
• Incorporate feedback into final recommendations
f. Final report and presentation
• Deliver a comprehensive written report with findings, analysis, and recommendations
• Include visual aids such as maps, charts, and facility assessments
• Present findings to city council and designated committees.
