The Vendor is required to provide consultants and consulting firms to: (1) support the development of a state purchasing strategy for public health care programs and the marketplace in state; (2) provide expertise and technical assistance on options for leveraging the state’s buying power with carriers across multiple markets; (3) economic and actuarial modeling of market options and purchasing strategies to support state decision-making; and (4) complex health care procurement material drafting and actuarial services.
- Provide the health insurance or health care industry to support the development and implementation of a state purchasing strategy for public health coverage programs in state and associated actuarial and economic modeling associated with such strategy.
- Development of a plan for a state purchasing strategy specific to the coverage programs under the purview of the Department, which considers the various limitations of any state or federal authorities needed to achieve the state’s primary goal of this project and provides for phased approaches to achieving various components of the plan in a manner that mitigates any risk of market disruptions and changes to benefits and costs for recipients.
- Development of, and assistance with, preparing any written materials and presentations for stakeholder engagement necessary for the development of a state purchasing strategy or plan.
