The Vendor is required to provide for consultant services to assist the County in the development of a housing study and market analysis.
- The project will include an assessment of existing housing conditions, demographic and market demands, and identify critical housing gaps and issues; it should identify any current and anticipated unmet housing needs and provide an outlook towards anticipated housing demands over the next 5 to 10 years.
- It will be a data driven study to identify market conditions and projected needs which will guide the county and its municipalities in decision making and policy development.
- Responsible for adopting a budget each calendar year, raising funds through taxes or bonds for capital projects, setting payroll scales and employee size.
- Housing Market Analysis
• Owner-occupied housing market
o Single-family and multi-family home sales (single-family detached, townhome, condominium, age restricted, etc.)
o Number of sales per year and submarket location
o Median sale price and sale price per square foot
o Average length on market based on multiple listing service listing
o Absorption rates, length of development for recently completed projects
o Market locations that are under- or over-built
• Rental housing market analysis
o Analysis of market performance of key rental home segments (asking rent, price per square foot, vacancy, features/amenities offered)
o Identification and analysis of the stock of market-rate affordable rental properties (also known as Housing) within the county.
• Future housing demand and gap analysis
o Determine the county’s demand for housing over the next ten years based on long-term projected growth for the county as well as county and state trends related to housing
o Demonstrate ranges for scenarios based on high- to low-growth projections and high- to low demand markets
o Forecast of the quantity of units required, as well as recommendations by housing type, target age group, tenure, size, and location.
