• Conduct a comprehensive impact fee study.
• Analyze eligible services, including:
o Parks, recreation, and open space
o Roads, streets, and bridges
o Water and sewer
o Public safety
o Additional qualifying services
• Develop a proposed impact fee schedule based on cost analysis.
• Evaluate potential reductions, appeals, and exemptions.
• Provide administrative guidance, including:
o Establishment of an advisory committee (5-10 members)
o Staffing recommendations
o Administrative cost analysis
• Assist in integrating a capital improvements element (CIE) into the city's comprehensive plan, including:
o Steps for preparation, adoption, and updates.
• Provide a written assessment of how an impact fee program can support the city’s financial and development goals.
