The Vendor is required to provide department’s development review fees (this includes a range of building permit fees and land use application fees) and rebase the unit price of each fee to obtain full cost recovery; where possible, improve the fee structure for simplification and accuracy (compare current fee structure to other organizations’ locally and to other similar type municipalities), and to create and deliver tools for the city to assess and modify unit rates to reflect the impacts around cost of service over time.
- An assessment of the City’s fee structure itself and recommendations for modifications to improve the metrics used in these calculations to better withstand the test of time and/or other simplifications that could be made to lessen the complexity of the rate structure and/or number of fees.
- Development and delivery of computational tools to allow for some level of annual updates in response to development conditions updates to the various fee structures proposed for adoption.
- Modelling a number of development scenarios to show the total cost associated with an example project: single-family home, commercial building, etc.
- Analysis of the impact of existing fees waivers and the potential addition of new waivers as part of the cost/revenue equation. (Example – we currently have full and partial fee waivers for internal city projects and for the development of affordable housing).
- User input fields to update rates for given services to balance the fully loaded cost of service and the desired collections to offset said costs.
