Development Fees Study and Bylaws Services

The vendor required to provide development fees study and bylaws services for include:
•    The recommendations from the work will form the basis of the fees charged by the building division, development engineering division, and development planning division for the services it provides;
•    The goal is to ensure that fee revenues accurately reflect the cost-of-service delivery and support the long-term growth trajectory of the town;
•    Work must be in conformity to various legislations such as, but not limited to, the planning act, the municipal act and the building code act;
•    Comprehensive review of the existing fee bylaws, historical fee revenues and associated service costs, the town’s growth projections, the town’s ten (10) year capital plan, and any other information that may be deemed necessary;
•    The review should incorporate a market scan and benchmarking against comparable municipalities.
