RFP Description

The vendor required to provide affordable housing linkage nexus study as pertaining to the relationship between commercial development and demand on city affordable housing stock.
•    New commercial development shall include, but is not limited to retail, office use, manufacturing, research and development, laboratories, hotels and temporary lodging, warehousing, industrial, and other commercial uses. 
•    The study will focus on large scale development, parameters of which will be defined during the initial stage of this study in partnership with city staff.
•    Affordable housing is defined as deed-restricted housing for low-income and moderate- income.
•    The consultant will be provided with existing city data pertaining to existing commercial stock, projected future development, and local workforce data where available. 
•    The consultant shall be able to gather supplemental data based on regional, state, and federal market trends, demographic trends, residential rental data, vacancy rates, and other data deemed important. 
•    This data will be used to project the new jobs that are likely to be created over the next ten to fifteen years and the necessary affordable housing units that will be needed to meet this demand.
•    The study shall further analyze the mitigation necessary to meet the demand, including number of additional housing units required for the anticipated varied income levels, particularly regarding low-, moderate-, and middle-income households, collect and analyze data pertaining to cost projections needed to create necessary housing, and identify and analyze funding gaps between available sources of development financing and the funds needed to produce such housing
•    After calculating the projected total cost of mitigation, the consultant shall examine alternative approaches to raise this sum from new commercial development, including but not limited to a housing contribution per square footage of proposed development, and evaluate the feasibility and impact of a housing contribution fee per square foot of new development. 
•    The study shall consider the effect of implementing mitigation costs on future commercial development, including any effect on the city's ability to attract such development. 
•    The study shall contain recommendations for the city's consideration.
