RFP Description

The vendor required to provide community level housing market study services for include:
- Housing market study requirements
1. Data collection and market analysis
•    Demographic and population analysis
o    Current population size and projected growth and decline;
o    Household composition and size;
o    Age distribution and migration patterns; and
o    Quality of life indicators.
•    Economic data and workforce data
o    Local employment trends and industry composition;
o    Household income levels and employment-to-housing dynamics; and
o    Commuting patterns.
•    Housing inventory assessment
o    Existing housing stock by type, age, and condition;
o    Vacancy and occupancy rates;
o    Rental vs. ownership ratios;
o    Current and planned housing developments; and
o    Potential development areas.
•    Affordability and market conditions
o    Current housing market statistics;
o    Housing cost burden metrics for renters and owners;
o    Housing sales data;
o    Price and rent trends over time;
o    Availability of workforce and affordable housing; and
o    Homeownership access and mortgage lending activity.
•    Housing demand forecasting
o    Anticipated future housing needs by income level and housing type;
o    Specialized housing needs (e.g., senior, workforce, low-income, transitional, multi-family); and
o    Market gaps and development opportunities.
•    Regulatory and infrastructure review
o    Local zoning, land use, and permitting constraints;
o    Infrastructure capacity related to water, sewer, and transportation; and
o    Recent or planned public investments impacting housing.
•    Stakeholder engagement
o    Summaries of interviews, surveys, or focus groups with local stakeholders; and
o    Identification of perceived challenges and local priorities.
2. Development of housing market studies
•    As each community is different, the contractor will create each study based on a community’s specific needs. 
•    The contractor shall produce a complete draft study with data visualizations, maps, and preliminary housing market strategy recommendations (e.g., zoning adjustments, public-private partnership models, incentive tools, etc.).
- Ancillary services
•    Technical assistance: develop policy playbooks, public dashboards, or conduct additional community stakeholder sessions tailored to specific community stakeholder needs.
•    Coordination with other state initiatives: work in alignment with related state programs, including broadband deployment, infrastructure planning, and economic development efforts, to ensure integrated community strategies.
