The Vendor is required to provide compensation consulting services to conduct a comprehensive compensation study, internal equity and salary compression analysis to ensure market competitiveness of our salaries and structure to attract and retain our non-represented employees.
- The study is to ascertain our competitiveness and the soundness of our current compensation practices and strategies.
- Provide a comparative profile table summarizing relevant organizational characteristics, including population served, operating revenue/budget, governance structure, and other material and comparability factors.
- Prepare a detailed job matching matrix identifying:
• Benchmark positions
• Matched comparator roles
• Data sources
• Match leveling assumptions.
- Ensure that aggregated benchmark results for each position are composed of no less than 80% public sector matches, unless otherwise approved in writing.
- Where both public and private sector data are included, identify and analyze material differences in compensation levels and explain any implications.
- Provide an electronic Excel file containing all benchmark results, including individual data points used in the analysis (de-identified as necessary).
- Confirm in writing agency right to retain and reuse the de-identified data for internal compensation analysis and future workforce planning.
- Certify that all methodologies, analyses, and conclusions are statistically sound, professionally defensible, and consistent with industry standards for public-sector compensation studies.
- Prepare briefing materials and a presentation deck summarizing methodology, findings, and both short and long-term considerations.
