Annexation Feasibility Study Services

The Vendor is required to provide annexation feasibility study is to evaluate the practicability and implications of annexing specified unincorporated areas into the city’s municipal boundaries and to document the city’s plans for the extension of urban services to such areas.
1. Preparation:
•    The consultant will be responsible for gathering and analyzing all relevant data, coordinating with city staff, and preparing the study, which will consist of a detailed narrative report and supporting materials addressing all statutory requirements.
•    Prepare a series of maps illustrating current and proposed municipal boundaries, the adjacent unincorporated areas, existing major trunk water mains and sewer interceptors and outfalls, proposed extensions of such mains and outfalls, and the general land use pattern in the area proposed for annexation.
•    The documentation must include supporting data substantiating the certification.
2. Municipal data collection and analysis:
•    Prepare a detailed report setting forth the city’s plans for extending each major municipal service currently offered within the city into the area proposed for annexation.
•    Plans to provide urban services, as defined by to the annexed area on the effective date of annexation on substantially the same basis and in the same manner as provided to existing areas within the city.
•    Plans for the extension of municipal water and sewer services into the area to be annexed such that that property owners will be able to secure public water and sewer service according to existing city policies for extending water and sewer lines to individual lots or subdivisions. 
•    If extension of major trunk water and sewer mains into the annexed area will be necessary, a proposed timetable for the construction of said mains beginning as soon as possible following the effective date of annexation.
3. Financial data analysis:
•    An analysis describing the method(s) by which the city plans to finance the extension of urban services into the area to be annexed.
4. Communication and documentation:
•    Compile all findings, analyses, maps, and statements required and this into a comprehensive annexation feasibility study report.
•    Coordinate regularly with city staff to review findings, maps, service extension plans, and cost estimates throughout the project.
•    Prepare presentation materials relating to the final annexation feasibility study report, including a summary of findings, maps, service plans, financial impacts, and recommendations (if any), and present such materials in person at a city council meeting.
