Strategic Plan and Efficiency Study Services

The Vendor is required to provide consulting firms to assist the city in the public library strategic plan and efficiency study.
- The Consultant will work with the City Staff to determine the necessary other public facilities, operations, equipment, and staffing to deliver library services at the City’s current population and as the City grows. 
- The Consultant shall provide recommendations regarding opportunities to streamline operations and reduce costs, as well as providing a neutral, detailed evaluation of potential future delivery models, including privatization, consolidation, and further internalization. 
- Crucially, this analysis must be supported by financial modeling that estimates the implementation costs and long-term savings for each scenario, resulting in a final report with prioritized, actionable recommendations.
- Organizational Assessment
•    Review of current staffing structure, job descriptions, and responsibilities.
•    Evaluation of the organizational chart and reporting relationships, including alignment with city administrative structure, where applicable. 
•    Assessment of workflows, decision-making processes, and communication channels. 
•    Review of policies, procedures, and service delivery practices for consistency with modern public library service and alignment with city policies and applicable regulations.
- Evaluation of Staffing Needs and Roles:
•    Identify current and future staffing needs based on service demands and City Strategic Plan objectives. 
•    Recommend modifications to improve staffing efficiency and effectiveness.
•    Clarify roles, responsibilities, and authority of City staff at all levels to ensure accountability and coordination.
•    Identify opportunities to eliminate duplication of roles and responsibilities.
•    Assess the administrative structure to determine whether it should be streamlined, realigned, or expanded to improve efficiency and oversight.
