• Conduct a local and regional market analysis of salaries and total compensation for benchmark positions;
• Evaluate and document internal consistency and pay alignment across job classes and departments;
• Formulate strategies for employee retention, personnel planning, and key position succession planning;
• Review and recommend updates to the County’s classification structure, pay ranges, compensation policies, and benefits competitiveness;
• Provide cost modeling and implementation options, including budget impacts; and
• Deliver a clear, actionable report and presentation to County leadership and the Board of Supervisors.
