The Vendor is required to provide to conduct a comprehensive CEO and registrar compensation market evaluation that:
• Establishes a defensible market position for the CEO and registrar role using appropriate peer comparators (not limited to regulatory bodies).
• Provides recommended salary ranges and total compensation reference points aligned to organizational size, complexity, mandate, and governance accountabilities.
• Support informed decision making by council and its delegated committee with respect to:
o Salary adjustments;
o Terms and components that influence total compensation; and
o Compensation structures and design considerations.
• Produce documentation that is transparent, auditable, and repeatable, suitable for governance oversight and future application.
• Provide itemized illustrative examples of incentive, bonus, and non-salary (“perk”) compensation elements commonly used in comparable organizations.
• Articulate a compensation philosophy appropriate for a public interest regulatory body, reflecting stewardship of resources, public accountability, and good governance practices.
- Requirement:
1. Discovery and role and context validation
• Undertake an initial discovery phase to confirm and document the CEO and registrar role context and the organizational environment.
• This phase must explicitly define all components of total compensation, including salary, at risk or incentive elements, benefits, and non salary compensation components.
2. Peer comparator (benchmark) group design
• The proponent will design a peer comparator group based on relevant factors such as sector, organizational size, geographic context, and complexity.
• The comparator group may include regulatory bodies as well as other comparable organizations, as appropriate.
3. Market data collection
• The proponent will identify and utilize appropriate and credible compensation data sources to support the market evaluation, clearly documenting data selection and handling.
4. Market benchmarking and analysis
• The proponent will analyze compensation data relative to the approved comparator group and assess the organization’s market position.
• The analysis must consider public disclosure and transparency requirements applicable to a registrant fee funded regulatory body.
5. Recommendations package (decision ready)
• Based on the benchmarking analysis, the proponent will develop clear, decision ready compensation recommendations.
