The Vendor is required to provide public sector consulting firm services for the city.
- This study will include a total compensation analysis to provide the City with an accurate assessment of how its compensation plan compares with identified comparable labor market agencies (8–10).
- The total compensation analysis will include employer costs for pay and benefits, including but not limited to base salary, cash supplements, certification pay, auto allowance, PERS retirement, and medical benefits.
- Among the major tasks are the following:
• Meet with human resources director for the initial agreement on the scope of work to be performed, define major requirements of the engagement, protocols, timelines, communications and decisions.
• Confer periodically in person or by telephone conference to discuss progress and clarify issues, as necessary.
• Prepare overall project schedule with monthly updates.
• Meet periodically with key personnel to discuss the study, including providing updates, soliciting input, reviewing feedback, clarifying issues, etc.
• Conduct a total compensation survey that compares (1) base salaries; (2) benefits; and (3) total compensation both together and separately using the benchmark surveyed, conduct a statistical analysis to calculate median, percentiles, and percent median difference. The data will be presented in both tabular and graphical format.
• The process will also involve reviewing current salary survey benchmarks for inclusion in the analysis
• And making recommendations; collecting comparison agency data and following up to ensure appropriate responses; and analyzing, reviewing, and summarizing the data for presentation to the city.
• Submit a draft report of findings, conclusions, and recommendations.
