The Vendor is required to provide to conduct a comprehensive classification and compensation study.
- The city seeks to engage a qualified consultant to evaluate and update its existing classification and compensation system to ensure:
• Internal equity and logical job classification
• External market competitiveness within relevant labor markets
• Compliance with applicable federal and laws
• Alignment with current organizational structure and service delivery models
- Classification Review
• Review and validate all existing job descriptions
• Conduct job analysis through interviews, questionnaires, or audits
• Recommend appropriate job classifications based on duties, responsibilities, and required qualifications
• Ensure proper alignment with Act requirements
- Compensation Analysis
• Conduct an internal equity analysis
• Identify appropriate peer and comparator markets (with City approval)
• Perform external salary and total compensation benchmarking
• Assess pay ranges, progression, and differentials
- Organizational and Staffing Review
• Evaluate current staffing levels by department
• Provide benchmark-based staffing recommendations considering service demand, population, and workload indicators
- Deliverables
• Draft and final written report detailing methodology, findings, and recommendations
• Updated classification plan and compensation structure
• Implementation options with fiscal impact scenarios
• Executive-level presentation to City leadership.
