- The state works with the legislature to set maximum subsidy rates that can be paid for care by providing data on tuition (price) percentiles collected through the market rate survey.
- The percentile at which rates are set must be approved by the legislature, but the governor has historically proposed the rates set at a certain percentile as part of the biennial budget process.
- Child Care Aware of Minnesota enters data collected during the Update into the Child Care Aware data system and aggregates and exports a sub-set of rate-related data for analysis in an electronic format.
- Due to the structure and limits of the Child Care Aware data system, the selected Responder may need to transform data elements prior to analysis.
- Advise and suggest changes on survey questions and methodology as requested to ensure that the survey tool is clear to providers and data collected reflects the local child care market.
