The Vendor is required to provide to perform a cost-of-service analysis and develop cost recovery fees for development review activities, including but not limited to site plans, subdivisions, residential plans, general permits, and other related reviews as identified by the city.
- Information to be requested from the City and obtained during the data collection process may include, but not be limited to, the following:
• Department financial and budget information, including any previous cost allocation analyses and supporting work papers;
• Detailed development review and license permit by fee type and category, along with any other attributes associated with the derivation of revenues allocated to the department;
• A summary of personnel salaries and benefits by title for the department, identification of the type and cost of vehicles used for providing any services, the number of computers, telecommunication devices, and other tools used in serving the city, all by cost center or activity;
• Any debt or loan repayment expenditures associated with the financing of city fixed assets associated with department activities (buildings, improvements, equipment, etc.); and
• Other information deemed necessary by the consultant and the city to conduct the analysis. The consultant will prepare an information request to obtain certain data, documents, and analyses to be compiled by city staff. An on-site meeting to initiate the Project is included for this Task.
- Department Staff Interviews for Process: As part of the data acquisition process for this component of the Project, the Consultant may interview the responsible City staff to identify costs and cost allocation parameters.
- Working with City office personnel, including Finance, the Consultant will identify key personnel to assist in the evaluation of services provided by the City, including the nature of the services provided and any other supporting costs associated with the provision of service (e.g., vehicle expense, payroll benefits, materials and supplies, etc.).
- The Consultant will document the results of the interview process in support of the cost allocation analysis. It is recognized in this task the need for attendance of two on-site meetings with City staff.
