The Vendor is required to provide all labor, supervision, materials, research, technical expertise, and professional services necessary to complete a feasibility study for four historic structures associated with the campus.
- Tasks
1. Project initiation and coordination
• Participate in kickoff meeting with city representatives;
• Review available documentation and prior studies;
• Establish communication procedures and project schedule;
• Coordinate site access and fieldwork logistics with city staff and navy personnel.
2. Existing conditions documentation
• Conduct comprehensive photographic documentation of all four historic structures and site;
• Document exterior and interior conditions;
• Coordinate or integrate laser scan documentation as applicable;
• Identify visible deterioration, structural issues, water infiltration, and preservation concerns.
3. Structural and building condition assessment
• Evaluate structural integrity of each building;
• Assess building envelope conditions;
• Identify immediate stabilization needs and long-term rehabilitation considerations;
• Review hazardous materials information and utility assessments provided by the city or project partners;
• Prepare written findings and recommendations.
4. Economic feasibility and rehabilitation cost analysis
• Prepare comprehensive cost estimates for repair and rehabilitation needs;
• Identify major building systems deficiencies;
• Develop preliminary order-of-magnitude rehabilitation costs;
• Identify phased rehabilitation considerations where appropriate;
• Evaluate preservation-related constraints and opportunities.
5. Architectural history and historical context research
• Conduct archival and historical research related to the campus and associated structures;
• Prepare a written historical overview;
• Document architectural significance, development history, contextual importance;
• Incorporate historic photographs, maps, and supporting materials where available
6. Draft and final reports
• Submit draft reports to the city for review;
• Participate in review meetings and respond to comments;
• Prepare final revised reports and supporting documentation;
• Submit digital copies of all final deliverables.
