The Vendor is required to provide comprehensive plan, which was last updated in 2018.
• A thorough evaluation of and recommendations for modifications to the existing plan, including its vision statement, guiding principles, goals, policies and elements based on feedback gathered to date.
• An analysis and incorporation of relevant data and trends related to population, employment and housing forecasts.
• Assist city staff with updating goals, strategies, and the implementation action matrix by providing best practices and examples for the city’s evaluation.
• These best practices, strategies, and examples should be created based on the emerging themes and desires expressed in engagement efforts along with the existing and future needs, desires, and capacity of the city.
• Lead the preparation and design of the final product, packaging the city’s drafted goals, strategies, and materials into an effective and attractive plan document.
• Incorporate the city’s updated transportation plan, water strategy plan, and parks and trails plan into the final plan update.
• These relevant plans are scheduled to be adopted in late 2026 and are being developed concurrently with the plan update.
• Effective coordination with staff, planning commission, and city council with key recommendations based on input and feedback provided.
• This includes coordination with existing consultants, which have been hired to meet current department requirements, including the adoption of a housing needs assessment, housing action plan, strategic growth element, and water supply element.
