The Vendor is required to provide housing study services for include:
1. Inventory of existing housing (what we have)
• Compile and analyze current housing data, including:
o Housing types, age, size, tenure (owner/renter), and condition
o Housing values, rents, and affordability levels
o Geographic distribution of housing types within the village
• Review recent residential development trends, building permit data, and demographic characteristics influencing housing demand.
2. Needs and gaps assessment (what we are missing)
• Identify unmet housing needs across income levels, household types (families, seniors, young professionals, etc.), and special populations.
• Evaluate market and affordability gaps, including barriers to entry for first-time homebuyers and availability of rental options.
• Assess compatibility of existing zoning and land use policies with housing goals.
3. Future housing opportunities and strategies
• Project future housing demand based on population and employment trends.
• Identify opportunity sites or areas for reinvestment, redevelopment, or new housing.
• Provide recommendations for housing policies, programs, and zoning adjustments to support a balanced and diverse housing mix.
• Suggest implementation actions and priorities for short-, medium-, and long-term goals.
4. Meetings and engagement
• Obtaining community feedback with a survey.
• The village’s citizen engagement platform may be used to conduct the survey.
• The consultant may choose to utilize their own platform, if needed.
• Engagement with local advocacy groups will be required.
• Engage with at least two (2) local realtors.
• Expected to attend at least 3 virtual meetings with staff to provide updates on the study.
• Least one public meeting to present the report summarizing the findings and recommendations to village committees to be held in the evening.
