The Vendor is required to provide housing study services for include:
• Evaluate the relationship between presence and rental housing market statewide, including rental prices, availability, vacancy rates, and affordability.
• Assess the historical trends of basic allowance for housing (bah) levels and local rental market conditions, including how changes in bah compare with changes in rents over time and across geographic areas.
• Examine differences in rental housing prices across areas with varying levels of presence, including analysis at the county, island, and zip code levels.
• Compare housing affordability between civilian households, including income and wage levels, rent-to-income ratios, household size, and living arrangement differences.
• Analyze the extent to which other housing market factors influence rental prices and availability, including housing supply and production, short term and vacation rentals, population change, foreign investment, and broader cost of living pressures.
• Conduct comparative analysis with other metropolitan regions, including areas with significant presence and selected peer regions without a substantial presence, to provide broader context for housing market trends.
• Reference relevant perception and sentiment-based research to support the narrative context of the study, while maintaining a primary emphasis on quantitative housing and economic data.
• The primary trend analysis shall cover at least the past five (5) years, with older data used where relevant for historical context.
• Provide clear, objective findings that distinguish correlation from causation, including documentation of data limitations and methodological considerations.
