The Vendor is required to provide nexus study and fee program services is to evaluate, update, and support legally defensible park impact fee methodologies, fee schedules, and related policies that reflect current facility standards, land values, construction costs, development patterns, population growth projections, and parks and recreation infrastructure needs.
- Project initiation and existing conditions review
• Facilitate project kickoff meeting with city staff.
• Provide a detailed project schedule identifying:
o Major project phases
o Key milestones
o Deliverable timelines
o Review periods
o Public outreach activities
o Commission and city council meetings
o Anticipated project completion timeline
• Review and evaluate current and prior nexus studies, ordinances, fee programs, administrative practices, policies, and related implementation procedures.
• Review relevant city planning and policy documents, including but not limited to:
o Parks and recreation master plan documents
o Capital improvement program (CIP) documents
o General plan and land use documents
o Development projections
o Parkland dedication requirements
o Existing fee schedules
o Prior staff reports and supporting technical documents
• Identify key legal, policy, financial, and implementation issues associated with the city’s existing fee programs.
• Develop a detailed work plan, project schedule, and data request list.
- Demographic, development and growth analysis
• Analyze the city’s urbanized and substantially built-out environment and associated constraints related to land acquisition, park expansion, and facility development.
• Analyze existing residential development trends and demographic conditions
• Identify projected future growth related to current planning policies, development forecasts, and anticipated land use patterns.
• Evaluate census and demographic data and recommend appropriate methodologies for incorporation into the nexus analysis.
• Analyze service population assumptions and demand drivers associated with parks and recreation facilities.
• Evaluate land use categories and development types applicable to the city’s fee programs.
• Analyze built out and redevelopment conditions affecting future park acquisition and facility development opportunities.
- Parks and recreation facility standards analysis
• Evaluate existing parks and recreation facilities standards and methodologies used to establish level-of-service standards and park facility needs.
• Evaluate existing and planned parks and recreation facilities and infrastructure.
• Evaluate methodologies for determining park acreage and facility standards.
• Analyze facility needs associated with future residential growth and development.
• Evaluate treatment of:
o Trails and trail systems
o Joint-use facilities
o County, water district, and other open space lands
o Publicly accessible privately owned facilities
o Privately owned recreational amenities
o Community-serving recreational facilities
o Other recreational assets relevant to the city’s level-of-service analysis
- Draft nexus study and administrative review
• Prepare an administrative draft report, to include:
o Findings
o Assumptions
o Supporting calculations
o Legal nexus analysis
o Recommended fee structures
o Policy considerations
o Implementation strategies
o Supporting graphics, tables and technical documentation
• Draft nexus study documents
• Draft supporting technical appendices
• Draft fee schedules and calculation models
• Draft policy and implementation recommendations
• Revise draft documents based on city staff review and comments
- Public review, final nexus study, and adoption support
• Services will include meetings with city staff, stakeholder groups, commissions, and city council, as appropriate.
• The consultant will identify the number and types of meetings assumed as part of the proposed scope and fee
• Prepare draft documents for public review
• Participate in stakeholder meetings and public outreach efforts, as requested by the city
• Prepare presentation materials for commissions, committees, and city council meetings
• Present findings and recommendations at public meetings and hearings
• Prepare final nexus study documents and supporting materials
• Assist the city with adoption support and implementation recommendations
• Final editable electronic versions of all deliverables, including fee models and supporting calculations.
