• Assessment of staffing structures, administrative organization, and operational efficiencies
• Evaluation of district facilities, grade-level configurations, and building utilization
• Review of transportation operations, routing considerations, ride times, and fleet utilization
• Analysis of district financial conditions, budgets, revenues, expenditures, debt obligations, and long term fiscal sustainability
• Review of state aid implications, merger incentives, tax impacts, and financial projections
• Assessment of technology systems, business operations, food service operations, and other support services
• Evaluation of governance structures, organizational alignment, and implementation considerations
• Identification of opportunities for operational efficiencies, expanded programming, and enhanced student services
• Facilitation of stakeholder engagement opportunities, including meetings, forums, surveys, interviews, and focus groups.
• Consideration of community priorities, concerns, and local guiding principles
• Development and presentation of findings, options, and recommendations for board consideration
• Preparation of written reports, supporting analysis, and public presentations summarizing study findings.
