The Vendor is required to provide classification and compensation study system designed to attract, retain and reward qualified and engaged workforce while maintaining a fiscally responsible, highly competitive position relative to comparable municipalities and governmental entities.
- The classification, compensation, and position evaluation system developed by the consultant must adhere to the following mandatory characteristics and core principles:
• Legal defensibility and compliance: must meet all statutory requirements, providing absolute compliance with title vii of the civil rights act, the fair labor standards act (FLSA), and all other relevant federal, state, and local employment and pay regulations.
• Equity-driven architecture: must be anchored in established compensation principles that balance internal equity with market competitiveness.
• The structure must reinforce the legal and ethical concepts of equal pay for equal work, equal pay for similar work, and equal pay for comparable work.
• Administrative simplicity and scalability: must feature ease of administration, clear maintenance protocols, and structural defensibility, allowing human resources to easily adapt the framework to future organizational changes and restructuring.
• Compression mitigation: must proactively identify existing or potential pay compression points (e.g., supervisor vs. subordinate, new hire vs. veteran employee) and provide alternative structural solutions to resolve them.
• Dynamic position integration: must provide an objective methodology for evaluating newly created positions and incorporating them into the active compensation plan without disrupting existing internal equity or market balance.
• Support for progressive work design: system structures should flexibly accommodate modern organizational concepts, including cross-training, shared multi-departmental functions, team-based roles, and multi-tasking competency tracks.
