The Vendor is required to provide comprehensive compensation study evaluating both base pay and total compensation (including benefits) for city employees.
- Requirement:
• A review of the current identified job descriptions and compensation plan and determine the needs (if any) for modifications, assuring both internal equity and external competitiveness.
• Review and make recommendations on the extent and impact of compression issues within the general government and uniform pay structures.
• Review the extent of salary bypassing (leapfrogging) and recommend pay progression methods that help to mitigate and prevent salary bypassing in the future.
• Review and provide recommendations on the current performance and incentive pay practices with comparable cities, counties, and potentially private industries.
• Recommendations for this study reviewing job matches based on both peer private and public entities.
• Review the city’s soon to be completed longevity study and determine the best way to implement changes, if any that should be made within the context of the total compensation system.
• Review and provide recommendations to the current supplemental pay additions and recommend any changes or improvements.
• Based on the results of this survey, work in partnership with the city to develop a true compensation strategy that is clear for all employees.
• Proprietary formulas should be avoided unless the methodology is straightforward and easily understood by users.
• Prepare cost analysis for implementation of recommended changes to the compensation system.
• Assist the city with communication to employees regarding the methodology and results of the survey.
• Review of benefits (medical, dental, leave) as part of a total compensation package.
