Citywide Managed Fiber Network, Internet, and On-Demand WAN Services

Vendor capable of designing, provisioning, and managing an intelligent network infrastructure that seamlessly connects our business locations while optimizing traffic flow and bandwidth costs.
- Vendors must propose a managed Ethernet, software-defined WAN, Network-as-a-Service, or comparable architecture capable of meeting the following functional requirements:
• Dynamic Bandwidth Scaling: Ability to self-serve, provision, and rapidly scale bandwidth up or down via a central web-portal.
• Dynamic Site-to-Site or City-Wide VLAN scaling: Ability to self-serve, provision, and rapidly add and remove VLANS and create city-wide or site to site links via a central web-portal.
• Integrated Secure Access: Provision of both Virtual Private Network (VPN) and dedicated internet access over a single physical or virtual connection for secondary sites.
• Traffic Prioritization: Capability to prioritize mission-critical data, voice, and video traffic to maximize user experience and reduce network congestion.
• Traffic Prioritization Adjustments: Capability to self-service re-prioritize traffic in near real-time at each site via a central web-portal.
• Managed CPE/Devices: Utilization of a single managed Customer Premises Equipment (CPE) for routing, switching, firewall, and Intrusion Prevention System (IPS) without changing customer owned equipment or requiring purchase of new equipment. Must have the ability to later add Co-Managed equipment for real-time monitoring by the servicer in order to create tickets automatically and resolve problems before city technical support is even aware of the issue.
• Network Resiliency and Local Infrastructure: The proposed network must utilize infrastructure and points of presence capable of providing resilient service to City facilities. Vendors shall identify the locations of relevant network facilities, points of presence, central offices, network operations centers, and redundant routes serving the City and describe how the proposed architecture minimizes the risk of a single geographic or infrastructure failure.
