The vendor is required to provide from qualified bidders to establish a contract for inspection and evaluation of the condition of all elevated and ground storage tanks for potable and non-potable water owned by the city and managed by any city department.
- The contractor shall perform a careful study of each tank’s interior, exterior, foundation(s), and accessories
- The contractor shall take color photographs of each tank’s interior, exterior, foundation(s), and accessories; take pertinent measurements of the tank’s accessories; and take ultrasonic thickness measurements of the steel plates comprising each tank.
- For each tank it inspects, contractor shall prepare and issue a certified engineering report concerning the observed condition of the tank, which report must include, at minimum, the following:
• A description of the observations of the inspecting technician(s) and the contractor’s recommendations for each particular tank, including (without limitation) the condition of tank coatings and corrosion protection; any operating, sanitary, or safety deficiencies observed; and the tank’s current compliance with applicable law and standards.
• All of the following information, broken out into the following categories:
a. Contractor’s observations of the physical condition of the tank.
b. Identification of any deficiencies noted during the inspection.
c. Recommendations for repairing deficiencies found during the inspection.
d. An itemized estimate of costs for work to repair or rehabilitate the tank to comply with applicable law and standards.
e. An evaluation of the need for a mixing system or other process control.
f. An estimate for the cost of a mixing system or other process control, if recommended.
g. An estimate for total replacement cost of the tank.
h. An estimate of the anticipated remaining life of existing coatings on the tank.
• Provide electronic copies of each engineering report upon the city’s request and at the contractor’s sole expense.
• Contractor shall ensure that each engineering report is certified by a registered professional engineer who is also a full-time employee of the contractor.
• The contractor shall prepare and issue a preliminary engineering report (per) or technical memo for repair or rehabilitation of a particular tank, which report or memo must include specifications, drawings, and other details necessary to perform the recommended repair or rehabilitation.
- Contractor agrees that all services under this IFB will be ordered and performed on an indefinite delivery, indefinite quantity basis, and will not perform any work unless directed by the city.
- If city water service is needed at any job site to perform the services in this IFB, contractor shall contact the water distribution superintendent at 757-382-3406 and the public utilities accounting department at 757-382-8954 before beginning services in order to fill out the required hydrant meter application and deposit agreement.
- If specifically requested by the city in conjunction with each tank inspection, the contractor shall perform the following additional services: (i) washout the tank by removing all mud and debris from the tank interior and dispose of all such mud and debris as directed by the city; (ii) remove up to three sets of discarded cathodic protection anodes from the bottom of the tank; and (iii) remove and dispose of existing media in the manganese contactor units, and install new media upon request.
- Necessary or otherwise when directed by the city, contractor shall perform interior “wet” tank inspections and evaluations (including through the use of a remote operated vehicle) without dewatering or emptying the respective water storage tank.
- if A tank is completely drained in the course of an evaluation, the contractor shall disinfect the tank in accordance with american water-works association (AWWA) standard unless otherwise authorized by the city’s water production superintendent or water resources administrator.
- in conjunction with each tank inspection, contractor shall remove the tank’s manway, replace with new gasket material, and replace manway at the conclusion of the inspection.
