The Vendor is required to provide employer of record services for the drug trafficking area program.
- Assist agency in the process of designating those assigned employees that are to be covered and coordinate the consignment of those assigned employees to the various job/employment classifications as requested by program.
- Be responsible for employment administration and human resource management including pre-screening, performance evaluations, human resources-related training (e.g., sexual harassment), discipline, and termination of the Assigned Employees.
- Provide human resource management procedures to be utilized and followed by the Assigned Employees.
- Create on-line user accounts for each Assigned Employee to access personal information, including pay stubs (direct deposit notification).
- Create on-line user accounts for authorized Assigned Employees to access payroll reports/information and the payroll invoice.
- Responsible for employment (human resources) related matters as such matters are reserved to the Employer of Record as being normally incident to the employer/employee relationship.
- Direct deposit compensation/payroll into Assigned Employee’s bank account(s) on designated pay dates (semi-monthly basis).
- Maintain individual Assigned Employee master files and salary and wage records and complete and issue W-2s and file all reports required in connection therewith as required by Federal, state, and local law.
- Conduct an orientation with Assigned Employees explaining their employment status with the Employer of Record, available benefits, and the employer employee agreement and present the other new employee paperwork required.
- Provide a Drug Free Workplace Policy to comply with all controlling Federal, state and local laws, regulations, ordinances, directives, and rules.
- Provide all services on a cost reimbursement system. Submit monthly detailed expenditure reports to Department. The estimated monthly expense (e.g., salary and fringe benefits) for personnel when fully staffed is $93,000.
