The vendor is required to provide public health electronic medical record services to protect and promote the health of over 650,000 residents (and growing) in accordance with the state public health.
• The solution must be offered as a public or private cloud service.
• The solution must implement secure authentication and authorization mechanisms (i.e., multifactor authentication (MFA), mixed-character complex passwords, and access rules using “break the glass” accounts if needed.
• The system must support single sign on (SSO) tied to identity provider.
• The solution must have data residency within, including all backup and recovery.
• The solution must have lab integration with system
• The solution must have efax integrated and aligned with the deliverables of nrfp-66-25.
• Solution must enable region to comply with the requirements of the personal health information protection act, 2004, S.O. 2004, c. 3, sched. a (PHIPA) (e.g., facilitating corrections in the manner set out in PHIPA, maintaining access logs, etc.).
• Solution must adhere to health professional documentation standards (e.g., signature designation, date and time, locking of that part of record once signed, etc.)
• Solution must allow for individual and group and business accounts.
• Solution must provide audit capabilities and reporting that shows who stepped on a record, when (date/time), duration, any changes made, etc.
• Solution must have a reporting and analytic functionality that allows health users to build and modify reports as needed as well as view dashboards
• Solution must have a mobile app or client portal that allows for convenient appointment booking, reminders of upcoming appointments or information outstanding, completion of assessments and screens prior to service, communication with the client, etc.
• Solution must allow subject matter experts to create templates, forms, questionnaires, or tools to support workflow.
• Solution must support medical billing for physicians and oral health billing for dentists.
