RFP Description

The Vendor is required to provide a Learning Management System/Records Management System (LMS/RMS) to administer online and track instructor-led training and to track employee assignments, certificates, and training recurrency.
- Program limitations have resulted in significant workarounds.
- Requires a modernized, scalable, fully integrated LMS/RMS solution capable of supporting a large state department tracking online learning, instructor-led training, blended delivery models, skills/field evaluations, credentialing pathways, training recurrency alerts, and comprehensive records management.
- The new system must provide enterprise-level functionality and hierarchy, including mobile capability, configurable workflows, built in statewide reporting features, and the ability to integrate with key internal and external software platforms.
- The objectives of this project are to:
•    Implement a scalable, secure, and configurable LMS/RMS platform
•    Migrate all historical training and qualification data
•    Support standardized and unit-specific training delivery and tracking
•    Provides comprehensive tools for the delivery and management of online, in-person, and blended training.
•    Accurately tracks employee assignments, certifications, renewals, and training recurrency requirements.
•    Supports specialized program tracking, including all JAC program components and progression milestones.
•    Offers robust reporting, analytics, and audit-ready documentation to support operational and regulatory requirements.
•    Scalable to meet current workforce demands and anticipated growth over the next five years.
•    Integrates seamlessly with existing agency systems and third-party platforms essential to training, compliance, human resources, and operational readiness.
•    Enhances statewide consistency in training administration across all agency units, programs, and partner agencies.
•    Enable advanced reporting, analytics, and dashboard capabilities
•    Position the department for future growth, integration, and emerging technologies.
- Learning and Development Capabilities
•    Supports online, in-person, blended, and self-paced learning
•    Tracks course completion, continuing education, and compliance requirements
•    Supports skills evaluations, including evaluator and student electronic signatures
•    Supports ability to create and schedule instructor-led training sessions or events as well as waitlists with ability to communicate/message users on the waitlist for each event.
•    Includes an events calendar that allows users to view upcoming instructor-led training (ilt) events in a calendar format
•    Supports managing instructor availability and assigning instructor(s) to a course, class, or location
•    Ability to record ILT user attendance, completion, and/or pass/fail marks
•    Support customizable learning completion certificates
•    Allows attachment and retention of supporting documentation including ecertificates as well as uploaded copies of paper certificates from outside instructor led training
•    The solution may include a native mobile application to support offline functionality. Offline data capture must allow users to enter, save, and retain information while disconnected, with automatic synchronization once connectivity is restored.
•    The ability to record video directly within the application using a mobile device and/or the ability to upload externally recorded video files as part of a training assignment or skills evaluation. Vendors shall clearly identify which video capabilities are supported.
•    The system shall include a timer feature that allows evaluators to capture start and stop times during training evolutions or skills assessments. The timer must support use cases such as time-based task completion, performance benchmarks, and course-specific evaluation requirements.
•    The system shall be web-based and accessible through standard desktop and mobile web browsers. In addition, the system must be capable of functioning in environments with limited to no internet, WI-FI, or cellular connectivity, such as active firegrounds or remote incident locations.
•    Allow role-based access to reports, dashboards, and analytics based on user permissions.
•    Support configurable graphical dashboards displaying key performance metrics and system activity, available to multiple users.
•    Provide standard and ad hoc reporting capabilities across all system modules. To include an intuitive systems-based custom reporting tool that allows authorized users to easily create an unlimited number of custom reports.
