The Vendor is required to provide for automated motor vehicle record check services.
- Must be capable of supporting both a one-time enrollment check and automated, continuous or scheduled monitoring.
- Capabilities
• Initial employee enrollment via flat-file import (employee name, driver’s license number, state of issue, date of birth, and agency Employee ID)
• 100% web-based platform delivery — no reliance on desktop or server software
• Role-based user access controls and permissions for designated agency administrators
• Ability to segment driver lists by job description, driving frequency, or CDL license type for initial, annual, and automated alert runs
• Support for Iowa-issued and out-of-state driver’s licenses
• Ongoing scheduled and/or event-based monitoring of selected subset or all driver records
• Ad hoc and aggregate reporting on driver status, risk rating, lookup date, and violation definitions with export to Excel or equivalent
• Return of a score or standardized rating value for each MVR record reviewed
• Initial platform configuration and security settings, including data encryption
• Support for Federal Credit Reporting Act (FCRA) compliance, including consent and adverse action process support
• Ongoing technical support and system maintenance
• Automated checks based on a defined anniversary date or configurable schedule
• Automated alerts triggered by targeted MVR record changes
• Administrator-defined driver risk scoring and categorization (e.g., Red/Yellow/Green)
• Attestation management consistent with FCRA requirements for initial and ongoing consent
• Integration or web service interface with agency Human Resources ERP system to keep employee data current
