The Vendor is required to provide a competitive and beneficial approach to health benefits offered to our benefit eligible employees and retirees.
- The city currently participates in different benefit options that are provided to employees and retirees.
- Provides options for benefit eligible employees and retirees in the following areas:
• Health insurance -self-insured pre 65, fully funded medicare advantage
○ Benefit eligible active employees and pre-medicare benefit eligible retirees
1. Single, family, dual
2. 4 – high-deductible plan options that employees and retirees can opt into, plus several plans that are locked from time of retirement until medicare eligible.
○ Post 65 or medicare eligible retirees
1. Medicare advantage plan
○ Spouse covered for their lifetime as well
• Dental
• Vision
• Health savings account
• Life and accidental death and dismemberment insurance
• Short term disability
• Voluntary life insurance, whole life insurance and add

• 457 retirement plan & Roth IRA - Benefit brokerage services that are fiscally sound and provide the best options for our employees and retirees including, but not limited to:
• Prepare request for proposals for insurances services and/or other employee benefits programs.
• Analyze and make appropriate recommendations, including stop loss analysis, accessible providers and other programs that provide cost containment and employee/retiree benefits.
• Review on-going employee communications program, including a review of booklets, announcement materials and benefit statements, and supply a quarterly communication to executive staff to the city’s claims history and forecasting the potential issues that may arise from any benefits changes.
• Manager carrier and vendor relationships, review and advise on master contracts, review carrier service levels and compare to service agreement, solve administrative issues, conduct periodic meetings as necessary.
• Assist in COBRA, HIPPA, and ACA compliance and reporting to include summary plan descriptions and other plan documents, including 1095 annual reporting.
• Act as a resource and provide periodic updates on legislative developments and emerging trends.
• Evaluate city administrative procedures and include recommendations for improving services and efficiency.
• Work with city HR personnel to integrate the open enrollment process with new world.
• Provide educational meetings for employees (3 per year) including during open enrollment.
• Provide monthly cost report and analysis by medical group.
• Day to day administrative assistance with enrollments, claims and benefit questions.
