The vendor is required to provide benefits broker and consultant services for include:
• Provide the full range of services related to the implementation, maintenance, communication, and improvement of the city group benefit programs.
• These services should include identifying benefit plan opportunities and design changes that will reflect overall benefit strategy and increase employee understanding.
• Development, design and planning of employee benefit programs, including strategic planning, benchmarking, and modeling to reduce risk and achieve cost efficiencies.
• Negotiate annual renewal of coverage from carriers for our benefit programs.
• Competitive quotes from benefit carriers and provide advice and recommendations to senior leadership for consideration, which includes an insurance coverage’s alignment with city mission, and values.
• Assist the city HR team in administering all group insurance plans, responding to questions from and providing information to staff, and providing other related consulting services during the benefit plan year.
• Assistance with the development, design and planning of employee benefit programs, including strategic planning, benchmarking, and modeling to reduce risk and achieve cost efficiencies.
• Negotiate annual renewal of coverage from carriers for our benefit programs.
• Competitive quotes from benefit carriers and provide advice and recommendations to the human resources director, city administration, and the finance director for consideration, which includes an insurance coverage’s alignment with city mission, and values.
• Assist city with the implementation and communication of new programs or changes to existing programs by providing communication materials and meeting support which will include, but is not limited to, participating in wellness fairs, and attending and presenting information at annual open enrollment meetings.
• Meet in person or virtually not less than monthly with the city human resources team and provide regular status reports on open items and discuss benefit and wellness initiatives.
• Provide regular, in-depth reports not less than quarterly on employee benefit costs, claims costs including stop loss, including analysis of existing costs and projections of future costs using carrier provided information and broker analytical tools.
• Assist city in complying with benefit laws and regulations by providing proactive advice and guidance on new laws, regulations, and procedures, including healthcare reform requirements, compliance review, and benefits administration.
• Ensure research on benefits legislative, legal and compliance issues and communicate them to city on an ongoing basis.
• Review and analyze city claim experience and serve as a claims advocate when coverage issues come up with carriers.
• Provie a key contact person to interface with insurance carriers as needed to assist city in the resolution of problems associated with benefit programs, including claims resolution and employee advocacy services.
• Perform other related benefits consulting services as needed or requested.
