RFP Description

The Vendor is required to provide for insurance consulting and brokerage services to assist in the acquisition of property and casualty insurance coverages.
- Brokerage and consulting services must be provided for annual policy renewals and on an as needed basis.
- Broker must provide a thorough renewal presentation each year with policy recommendations to include an analysis of available alternatives in consideration of the city’s exposures. 
- Brokerage services must also include insurance market research, review and audit of policies and endorsements, certificates of insurance, and coverage consultation on city claims. 
- Requirement:
•    Assist the city’s staff in identifying and evaluating the city’s various risk exposures and recommending a variety of risk mitigation measures from risk avoidance to risk transfer to best protect the city’s financial condition. 
•    These services will include identifying, evaluating, and recommending appropriate insurance markets for various coverages, policy limits to be purchased, and amounts of loss to self-retain. Assess insurance company stability, solvency, and service records. 
•    Provide evaluation and listing of markets being approached for coverage to the city’s staff. 
•    Identify and obtain approval from the city’s staff for use of any excess or surplus lines broker or reinsurance intermediary to be used in the placement of insurance.
•    Advise and inform the city’s staff of the status throughout the marketing and implementing process.
•    Provide city staff or appointed representative with full access to the broker’s working files of city business upon request at the city’s convenience and discretion.
•    Implement the coverage as directed. 
•    Negotiations with insurance underwriters, issuance of policies, premium audits, billings, endorsements, certificates of insurance, claims consultations and negotiations with carriers, and all such matters customarily handled by insurance brokers.
•    Attendance at periodic meetings with city staff for purposes of discussing insurance coverage, exposure changes, claims, loss control, regulatory compliance and other matters as needed.
•    The city in its partnership with its insurance broker seeks access to the broker’s capabilities to support the city’s claim, legal, and safety team members by providing safety, regulatory compliance, and insurance consulting and training resources (access to presentations, educational and training materials, best practice data, and safety and compliance reference library).
