The Vendor is required to provide and experienced employee benefits broker and consultant to provide comprehensive strategic consulting, brokerage, financial analysis, compliance support, and employee communication services for its employee and retiree benefit programs.
- Currently offers a comprehensive benefits package that includes, but may not be limited to:
• Medical
• Prescription drug
• Dental
• Vision
• Group life and AD&D
• Long-term disability
• Employee Assistance Program (EAP)
• Flexible Spending Accounts (FSA)
• COBRA administration
• Wellness initiatives
- Develop and maintain a multi-year strategic benefits roadmap aligned with:
• Workforce goals
• Budget predictability
• Long-term sustainability
- Provide annual financial reporting and projections, including:
• Claims trend analysis
• Premium forecasting
• Pharmacy trend and specialty drug impact analysis
• Scenario modeling (plan design and contribution changes)
- Analyze and provide recommendations regarding:
• Plan design modifications
• Contribution strategies (Authority vs. employee cost sharing)
• Alternative funding arrangements
• Stop-loss coverage levels
- Assist in preparation of annual benefits budgets and financial presentations.
- Provide retiree benefit analysis as applicable, including coordination with OPEB/GASB reporting actuaries where necessary
- Present strategic and financial findings to executive leadership and the Board of Directors as requested.
- Monthly or quarterly claims and utilization dashboards.
- Quarterly financial and trend reports including:
• Medical and pharmacy trends
• Large claim analysis
• High-cost driver identification
• Benchmark comparisons
- Annual stewardship report summarizing:
• Financial performance
• Plan effectiveness
• Market positioning
• Strategic recommendations
