The Vendor is required to provide commercial real estate firms to provide site identification, evaluation, negotiation, and acquisition services related to city facilities and infrastructure.
- Site identification
• Identify on market and off market parcels that meet project requirements.
• Conduct parcel level screening using GIS, zoning maps, ownership records, and land use data.
• Engage with landowners to assess willingness to sell or negotiate.
- Site evaluation
• Perform high level due diligence, including:
o Market research, title review and identification of encumbrances
o Zoning and land use compatibility
o Access, easements, and right-of-way considerations
o Preliminary environmental red flag screening (phase i coordination if needed)
• Provide comparative analysis of candidate sites.
- Appraisal and valuation support
• Provide or coordinate property appraisals and review appraisals
• Conduct market value analyses and cost estimates
• Support development of just compensation values in accordance with applicable regulations
- Negotiation and acquisition support
• Develop acquisition strategies, including purchase, option agreements, or phased acquisition.
• Lead or support negotiations with landowners.
• Coordinate legal counsel, surveyors, appraisers, and environmental consultants as needed.
• Support preparation of documentation for governing body approvals.
• Prepare and present offers of just compensation
• Secure necessary property rights, including fee title, easements, leases, and rights-of-way
- Title and closing coordination
• Coordinate with title companies and legal counsel
• Resolve title issues and ensure clear conveyance
• Facilitate escrow and closing processes
- Stakeholder coordination and public engagement
• Interface with property owners, tenants, businesses, and community members
• Support public meetings and communications related to acquisitions
- Project management and reporting
• Provide regular progress updates and maintain documentation of all outreach and negotiations
• Coordinate with city staff, consultants, and project teams
• Deliver a final acquisition recommendation and transaction summary.
