The Vendor is required to provide licensed insurance brokers to assist in a full range of services related to the design, marketing, improvement, and compliance of board employee benefits program for all employees and retirees.
- Objectives
• Effective employee benefit and insurance program, recommend creative solutions and innovative ideas, and assist board with developing short and long-range cost saving strategies.
• Partner with the designated management team at board in the administration of the employee benefit program (including open enrollment), and all insurance policies, including responding to questions from and providing information to board and its insurers, and providing advisory services throughout the year.
• Participate in pre-renewal strategy meetings with board, including advising board on local and national trends and providing benchmarking information for coverages being considered.
• Prepare bid specifications and solicit proposals from vendors and insurance markets as needed.
• Comprehensive evaluation of bids, including administration, coverage, claim payment procedures, customer service, reserve establishment policies, and financial status.
• Assure that insurance policies are placed in a timely manner, without lapses in coverage periods, with reputable and financially responsible insurers who meet board standards.
• Early warning of rate and coverage changes or renewal problems.
• Promptly advise the director of human resources of any changes during the policy year that would require revisions to existing insurance coverages.
• Meet with the human resources team and the designated management team when requested or as required.
• Be available during working hours and reasonable after work hours.
• Regular in-depth reports on employee benefit costs, claim costs, including stop loss, and funding requirements, including analysis of existing costs and projections of future costs using carrier-provided information and broker analytical tools.
• Communicate with insurance carriers to assist board in the resolution of coverage and claims issues.
• Monitor state and federal law as it pertains to health benefits coverage to provide updates to the director of human resources.
