The Vendor is required to provide to enter into a long-term lease agreement with a dedicated veteran services organization that can maximize this asset to support city veterans.
- To fulfill this civic intent, the selected organization must utilize the property to provide transitional housing and comprehensive case management with wrap-around services for veterans in need.
- The finalized contract will govern the following operational expectations:
• Primary Use: Management and execution of a transitional housing program specifically tailored to military veterans.
• Wrap-Around Support: On-site or coordinated case management services, including but not limited to mental health support, employment assistance, benefits navigation, and substance abuse counseling.
• Property Upkeep: While the property is City-owned, the selected tenant will be responsible for day-to-day operational maintenance, utility costs, and programmatic overhead, while adhering to municipal housing and building codes.
- Project Team & Experience
• A comprehensive description of the organization’s background, historical performance, and relevant experience managing transitional housing or veteran-centric programs.
• Detailed profiles, resumes, or qualifications of the core team members who will oversee operations.
• Identification and qualifications of any sub-consultants, partners, or third-party medical/social service providers to be employed on this project.
• A list of at least three (3) professional references with active contact information who can vouch for similar project execution.
- Financial Plan & Cost Structure
• A clear breakdown of the price of total construction, renovations, cosmetic updates, or facility retrofitting needed (if any) to adapt the single-family home to the proposed program.
• An itemized operational budget showing all associated costs, projected annual utility/maintenance expenses, and the funding mechanisms secured to sustain the program.
