The Vendor is required to provide real estate and financial consulting services for include:
• Assist with the formulation of real estate development strategies.
• Assist with compliance monitoring for affordable housing developments including sale of housing authority assisted homes under private ownership and calculation of income and rent limits annually.
• Assist with the structuring of affordable housing finance strategies to maximize state and federal funding resources such as federal tax credits and state grant programs.
• Assist in negotiations with developers and pro-forma reviews.
• Valuation of real property, development rights, and warranted public assistance.
• Prepare re-use analyses and summary reports per health and safety code section 33433 and provide post-transaction analysis.
• Provide assistance with market demand analyses; identification of appropriate development programs; and projection of absorption potential and achievable rents and prices.
• Prepare assessments of fiscal and economic benefits for proposed developments, including in-fill residential and commercial uses.
• Assist in the review of financial feasibility for proposed development projects including comparison of competing proposals; identification of supportable land value, or, alternatively, need for “gap” financing; and assessment of the overall feasibility of alternative development concepts.
• Assist with implementation of affordable and mixed-income housing developments.
• Assist with the solicitation and evaluation of development proposals from qualified developers and property owners.
• Prepare fiscal consultant reports associated with annual bond disclosure reports, analyses of financial feasibility revenue and cash flow projections, ongoing review and cash flow forecasts, and fiscal impact public revenue projections for budgetary planning purposes.
