- The program prioritizes convenience to the public, with around 100 drop-off sites across Vermont, and collects from residents, charities, schools, and small businesses
- The program collects computers, monitors, TVs, and printers free-of-cost for the public.
- Monitor material flow by each primary recycler and downstream vendor.
- Provide monthly reports to the State of previous month's shipments and their material flow and final destination and an annual report with the full program year’s downstream material flow.
- The management of covered electronics and separation of non-covered electronics, the facilities and methods used to manage focus materials (polychlorinated biphenyls, mercury, CTR glass, batteries, circuit boards) and other toxic or hazardous materials, and the process used by primary recyclers to remove and track devices for domestic reuse.
- This includes the recycler’s shipping records, audit reports, receiving invoices, and other appropriate and relevant documentation to determine downstream reconciliation of electronic waste and identification of any stockpiling beyond applicable regulatory limits.
- Provide collectors with an adequate number of pallets and gaylords at no charge.
- Maintain a system for data collection, tracking, support documentation, performance records, and billing support documentation for a period of three years.
